What criteria to move to Mowai & equivalent?

For those who can move to Mowai & equivalent?
May I know what's the requirement to be able to do so?

I'm playing in powermm.com, seen players haven't cleared Hero Arena, can move to Mowai and also some players can move to Mowai by defeating the last 2nd NPC like Tushicu in Hailar & Richim in Kinlin.

Not sure whether Lekool.com the same thing will happen.
